That during its height, it brought organization and law where it lacked. Standardizations, open trading routes, better transport. The power no longer resided in waiting for the Senate to make up its mind through tireless politics. Most of the documentation left behind seemed to support these notions, though I believe some parts my father saw through rose-colored lenses.
